National Mental Health Benchmarking Project

The National Mental Health Benchmarking Project was developed as a collaborative initiative between the Australian and State and Territory governments. The project aims to establish demonstration benchmarking forums that will operate over a 12-month period
(2006 - 2007) in each of the main mental health program areas - general adult, child & adolescent, older persons and forensic.

Four core objectives have guided the development of the National Mental Health Benchmarking Project:

  1. To promote the sharing of information between organisations to increase understanding and acceptance of benchmarking as a key process to improve service quality.
  2. To identify of the benefits, barriers and issues arising for organisations in the mental health field engaging in benchmarking activities.
  3. To understand what is required to promote such practices on a wider scale.
  4. To evaluate the suitability of the national mental health performance framework (domains, sub domains and key performance indicators) as a basis for benchmarking and identifying areas for future improvement of the framework and its implementation.

Each forum consists of between four and eight mental health service organisations from across six jurisdictions. Participants in each of the forums are listed below.

National Mental Health Benchmarking Project Resources

To facilitate the dissemination of information about the benchmarking project and to assist in the development of benchmarking activities in Australia's mental health services, services participating in the four Benchmarking Project streams agreed that the following information would be made available.

Project Manuals Part 1 - 3

'Project Manual Part 1: General information for participating organisations' aims to assist services participating in the forums by providing basic information about: the background to, and objectives of, the national benchmarking project; the current status of benchmarking in Australian mental health services; the expected benefits for participating organisations; how the forums will be coordinated; the plannned timetable of activities; how the forums will be run; what information will be benchmarked; and how the project will be evaluated.

'Project Manual Part 2: Basic concepts to guide indicator development and desirable attributes of performance measurement systems' provides useful background to key concepts in key performance indicators. The first section describes six key issues upon which a shared understanding is needed and which are central to the design of any performance measurement framework within the health care industry. The second section summarises the attributes of performance measurement systems described in the literature as important to success. They emphasise that an effective performance measurement approach does not come easily and requires careful planning.

'Project Manual Part 3: Technical specifications for the national KPIs' has been prepared to guide organisations on how to prepare the national key performance indicators (KPIs) from their locally available data. The focus is on the 13 national KPIs described in the document 'Key Performance Indicators for Australian Public Mental Health Services' as these are the main indicators used in the benchmarking forums.

Child and Adolescent Forum

Comparative Indicators Workbook

'Comparative Indicators 3-year time series, 2004-05 to 2006-07, Child & Adolescent Mental Health Services Forum' presents the national KPIs for each of the organisations in tabular and graphical format. All KPIs are derived from the data submitted by each organisation for each of the years 2004-05, 2005-06 and 2006-07, and constructed according to the specifications and definitions described in National Mental Health Benchmarking Project Manual.

The second part of the workbook groups the national KPIs, plus a number of supplementary indicators, into a number of themes.

  • Comparative resources available to the organisation
  • Efficiency in use of resources.
  • Productivity and activity of ambulatory services
  • Continuity of care
  • Access to ambulatory care
  • Access to acute inpatient care
  • Capability
  • Ungrouped supplementary indicators

    The themes were selected only on the basis of what is feasible from the available data. They were not intended to restrict participating organisations to the eight categories, nor pre-empt where organisations focused their benchmarking effort.

    KPI Review

Part one provides an overview of the discussion and recommendations made by the Child and Adolescent Forum in relation to the nationally agreed KPIs.

    In addition to the 13 national KPIs each forum looked at a range of additional and supplementary performance and contextual indicators. These indicators were reviewed against their relevance, utility, feasibility and interpretability. Recommendations were made in regards to the appropriateness of each indicator for benchmarking and whether the indicator should be considered for inclusion within the national indicator set (either in addition to or as replacement for an existing indicator). The outcomes of the discussion from the Child and Adolescent Forum are in Part Two of this document.

    Adult Forum

    Older Persons Forum

    Comparative Indicators Workbook

    Comparative Indicators 3 year times series, 2004-05 to 2006-07, Older Persons Mental Health Servcices Forum presents the national KPIs for each of the organisations in tabular and graphical format. All KPIs are derived from three years of data (2004-05, 2005-06 and 2006-07) submitted by each organisation and constructed according to the specifications and definitions described in National Mental Health Benchmarking Project Manual.
